Troy De Bruin, Pastor

Troy has nearly 25 years of ministry experience in the PCA, having served 5 years at Trinity PCA in Harrisburg and 13 years at Westminster PCA in Lancaster. He earned his B.S. from Lancaster Bible College and M.Div from Biblical Seminary. Troy and Amy have been married 25 years and have six children, Alayna, Molly, Luke, Lydia, Ella, and Anthony (with Christ).

Collin Gingrich, Associate pastor

Collin Gingrich has served as Proclamation’s Associate Pastor since July of 2022. He grew up in Mount Joy and graduated from Donegal High School. After graduating from Grove City College, Collin received his M.Div. from Westminster Theological Seminary. He and his wife, Becky, were married in 2016 and have three children: Joanna, Zachary, and Drew. Collin and Becky enjoy family time, board games, walks, and good coffee. Collin had previously served as Proclamation’s Pastoral Intern for three years.

Justin Kleiner, Pastoral Intern

Justin began serving as the Pastoral Intern in July of 2022. He grew up in the Gettysburg, PA area, went on to complete undergraduate work at Penn State University and a graduate degree at Millersville University. He is currently enrolled in an M.Div. program at Metro Baltimore Seminary. He and his wife, Jenny, have been married since 2013 and they have been attending and serving in various roles at Proclamation since 2018. They enjoy spending time with family, traveling, hiking and good books. Justin also works part-time with Fellowship of Christian Athletes in Lancaster County and has been working with FCA since 2014.

Amy Brengel, Children’s ministry director

Amy Brengel grew up in Lancaster County and currently lives in Mount Joy. She attended Grove City College where she met her husband, Josh. The couple have three daughters: Lillian, Charlotte, and Eliza. Amy worked as a history teacher at Donegal High School for 9 years until resigning to stay home with her children in 2020. Amy loves planning parties, reading, and being outdoors.


Ellen Spangler, Administrative Assistant

Ellen Spangler grew up in nearby Mechanicsburg and currently lives with her family in Middletown. Ellen married her husband Adam in the spring of 2015. Together they lived and worked in Wilmington, DE at a small non-profit for several years until moving back to Pennsylvania in 2021. Adam and Ellen welcomed their daughter Mercy in January of 2020. Two years later, they welcomed their son Jude in January of 2022. Ellen enjoys being home with her little ones, reading a good book, iced coffee and family walks with their dog Moose.
